Abstract

Public opinion is a mirror of socio-political processes, an indicator of public perception of the activities of power and political figures. The article analyzes the process of purposeful formation of public opinion. Regulatory regulation of activity of public councils under the bodies of the executive power of Ukraine is considered as a form of participation of public associations in the formation and implementation of state policy. The processes of influencing public opinion on the part of the authorities can include in a hidden or direct form the possibility of manipulation of the mass consciousness. Studying manipulative technologies to form the desired public opinion makes it possible not only to trace the technologies of introducing into the mass consciousness of certain socio-political ideas, but also to work out the mechanisms of their neutralization. ; Громадська думка виступає дзеркалом суспільно-політичних процесів, індикатором сприйняття громадськістю діяльності владних та політичних діячів. У статті проаналізовано процес цілеспрямованого формування громадської думки. Розглянуто нормативно-правове регулювання діяльності громадських рад при органах виконавчої влади України як форми участі громадських об'єднань у формуванні та реалізації державної політики. Процеси впливу на громадську думку з боку органів влади можуть містити у собі в прихованій або безпосередній формі можливості до маніпулювання масовою свідомістю. Вивчення маніпулятивних технологій з формування потрібної громадської думки дає можливість не тільки простежити технології впровадження до масової свідомості певних соціально-політичних уявлень, а й виробити механізми їх нейтралізації.
