Abstract

Public-private partnership is the most effective mechanism for interaction between the state and the private sector to achieve certain social and economic goals. This form of interaction between the state and the private sector is quite common in Western Europe in terms of infrastructure (public and private property) and the implementation of public services, which are the most capital and material-intensive. In the course of the research, we considered public-private partnership in the field of health care as a system of relationships, the governing system of which is the relevant body of state executive power or local self-government. This allowed us to build a model of public-private partnership as a system of public relations with the participation of the state. It is clear that public-private partnership in the field of health care has its own industry-specific properties, the involvement of various public authorities in their implementation. In particular, the main participants in the public-private partnership project in the field of health care are the following: public partner, private partner, health care institutions. The article examines the interaction between various manifestations of public administration in the implementation of public-private partnership projects in the field of health care, in terms of interaction of regulatory functions of government, public partners, regulatory authorities, organizers of the partnership project. As a result, each of the above manifestations of public administration in the implementation of public-private partnership projects was considered in the context of identifying types of public policy, defining the subjects of public administration, and defining their functions. ; Державне приватне партнерство є найбільш ефективним механізмом взаємодії держави та приватного сектору для досягнення певних соціальних й економічних цілей. Така форма взаємодії держави та приватного сектору є досить поширеною в країнах Західної Європи в частині інфраструктурних об'єктів (державної та приватної власності) та реалізації суспільних послуг, що є найбільш фондо- та матеріаломісткими. У процесі дослідження нами було розглянуто державно-приватне партнерство у сфері охорони здоров'я як систему взаємовідносин, керуючою системою яких є відповідний орган державної виконавчої влади або місцевого самоврядування. Це дозволило побудувати модель державно-приватного партнерства як системи суспільних відносин за участі держави. Зрозуміло, що державно-приватне партнерство у сфері охорони здоров'я має свої галузеві специфічні властивості, залучення різних органів державної влади до їх реалізації. Зокрема, основними учасниками проєкту державно-приватного партнерства у сфері охорони здоров'я є: державний партнер, приватний партнер, заклади охорони здоров'я. У статті було досліджено взаємодію між різними проявами державного управління в реалізації проєктів державно-приватного партнерства у сфері охорони здоров'я, в частині взаємодії регуляторних функції органів влади, державних партнерів, контролюючих органів, організаторів проєкту партнерства. Внаслідок цього було розглянуто кожен із зазначених вище проявів державного управління в реалізації проєктів державно-приватного партнерства в контексті ідентифікації видів державної політики, визначення суб'єктів державного управління та визначення їх функцій.
