Abstract

The historical origins of electoral engineering are studied and a retrospective analysis of the formation of this phenomenon is made. The causes and factors of the emergence and spreading of the electoral engineering as a legal change of electoral rules in order to achieve certain goals and results are analyzed. The history of the origin and development of the election institute as a field of application of the electoral engineering is also indirectly considered. It is concluded that the beginning of the existence of the election procedure, within the meaning close to modern one, can be traced back to the times of the ancient democracy (VII century BC). The period of development of the election institute when electoral engineering came into practice is revealed. The conclusion is made that the emergence of the electoral engineering is associated with the establishment of the republican form of government, formation of the election institute as an integral part of democracy and expansion of the share of the population with the voting rights. These events occur at the beginning of the XIX century. It was at the beginning of the XIX century when the first known examples of the use of the electoral engineering were recorded. The most famous examples of the early use of the electoral engineering are considered, namely: the use of gerrymandering in the USA in 1812 and electoral reforms in England in 1832, 1867, 1884-1885. Spreading of the electoral engineering in the world is associated with the increase in the number of states with the republican form of government and democratic regime, growth of transformational democracies, and formation of the international electoral standards. Therefore, the final entry of the electoral engineering in the world practice can be referred to the end of the ХХ century. The global surge in the electoral engineering dates back to the early 1990s and continues to this day. ; Исследуются исторические истоки избирательной инженерии и делается ретроспективный анализ становления данного феномена. Проанализированы причины и факторы возникновения и распространения избирательной инженерии как изменения избирательных правил с целью достижения определенных целей и результатов. Сделан вывод, что возникновение избирательной инженерии связано с утверждением института выборов как неотъемлемой составляющей демократии в XIX-ХХ вв. Распространение избирательной инженерии в мире связано с увеличением количества государств с республиканской формой правления и демократическим режимом, поэтому окончательное вхождение избирательной инженерии в мировой практике можно отнести к концу ХХ в. ; Досліджуються історичні витоки виборчої інженерії та робиться ретроспективний аналіз становлення даного феномену. Проаналізовано причини та чинники виникнення та розповсюдження виборчої інженерії як зміни виборчих правил з метою досягнення певних цілей та результатів. Зроблено висновок, що виникнення виборчої інженерії пов'язане з утвердженням інституту виборів як невід'ємної складової демократії в ХІХ-ХХ ст. Розповсюдження виборчої інженерії в світі пов'язано з збільшенням кількості держав з республіканською формою правління та демократичним режимом, тому остаточне входження виборчої інженерії в світову практику можна віднести до кінця ХХ ст
