Abstract

Political security is connected with the lack of external and internal threats, or the reduction of their severity. The maintenance of the internal public security should start from the explanation of the nature of the relationship between the political and institutional structures and most active social groups. The author suggests using a mental construct as an indicator of conflict/harmony in this sphere. It has been proposed to implement this idea by comparing the mental constructs of political institutions and social environment. One of the methods to implement this idea has been revealed in the article. This method is based on the search of leading values which are characterizing basic political and institutional structures and social environment. Two components have been described in the mental constructor: rational and irrational. Moreover, the formula, that makes it possible to compare and evaluate the congruence of mental constructs of political and institutional structures and the environment on the basis of the detected values, has been suggested. The advantage of this formula is its flexibility. Consequently, it can describe the features of social and political interaction in all political systems. The regularity has four components. The first component describes the level of implementation of the social environment's values being a result of certain internal and external policies. It contains a self-assessment of individuals - representatives of the social environment level of its own value system's implementation. Moreover, the author takes into account the assessment of the political and institutional structures that is given by these individuals. Individuals assess these structures in connection to the actions and decisions aimed at the implementation of public interests and values. The second component of the formula describes the level of implementation and the congruence of values of basic political and institutional structures in relation to the social environment. Suggested measurement procedure is identical to the measurement of the first component. The third element of the formula is the emotional component of the interaction. The fourth component of the formula is the level of compensation resources, which are necessary in order to correct the imbalance of mental constructs of political and institutional structures and social environment. The level of political stability and security in Ukraine has been estimated as an example of this formula's use. The empirical base of research are the results of opinion polls performed by Ilko Kucheriv «Democratic initiatives» Fund, speech of the President of Ukraine Petro Poroshenko to the Ukrainian Parliament from 06.04.2015, and other documents. ; Политическая безопасность связана с отсутствием внешних и внутренних угроз или уменьшением их остроты. Обеспечение внутренней общественной безопасности должно начинаться с объяснения характера взаимоотношений между политико-институциональными структурами и наиболее активными социальными группами. Автор предлагает использовать ментальный конструкт, как индикатор конфликта / гармонии в этих отношениях, и реализовать эту идею, сравнивая ментальные конструкты политических институтов и общественной среды. В статье раскрывается один из методов по реализации этой идеи. Этот метод основывается на поиске ведущих ценностей, которые свойственны базовым политико-институциональным структурам и общественной среде. В ментальном конструкте выделено рацио-нальную и иррациональную составляющую. Установлена формула, которая дает возможность сравнить и оценить конгруэнтность ментальных конструктов политико-институциональных структур и окружающей среды на основе выявленных ценностей. В качестве примера использования этой формулы была проведена оценка уровня политической стабильности и безопасности в Украине. Эмпирической базой исследования являются результаты опросов общественного мнения, которые выполняет фонд «Демократические инициативы» имени Илька Кучерива, Обращение Президента Украины Петра Порошенко к украинскому парламенту 04.06.2015г. и другие документы. ; Політична безпека пов'язана з відсутністю зовнішніх і внутрішніх загроз або зменшенням їх гостроти. Забезпечення внутрішньої громадської безпеки має починатися з пояснення характеру взаємовідносин між політико-інституційними структурами і найбільш активними соціальними групами. Автор пропонує використовувати ментальний конструкт, як індикатор конфлікту/гармонії в цих відносинах, і реалізувати цю ідею, порівнюючи ментальні конструкти політичних інститутів і суспільного середовища. У cтатті розкривається один з методів щодо реалізації цієї ідеї. Цей метод ґрунтується на пошуку провідних цінностей, котрі властиві базовим політико-інституційним структурам і суспільному середовищу. У ментальному конструкті виділено раціональну та ірраціональну складову. Встановлено формулу, яка дає можливість порівняти й оцінити конгруентність ментальних конструктів політико-інституційних структур і оточуючого середовища на основі виявлених цінностей. Як приклад використання цієї формули була проведена оцінка рівня політичної стабільності і безпеки в Україні. Емпіричною базою дослідження є результати опитувань громадської думки, які виконує фонд «Демократичні ініціативи» імені Ілька Кучеріва, Звернення Президента України Петра Порошенка до українського парламенту 04.06.2015р. та інші документи.
