La communication publique de l'Union européenne ne rapproche pas l'Europe des citoyens ; EU communication to the public: exacerbating mistrust instead of bringing Europeans together

Abstract

La défiance contre l'Union européenne ne fait que s'accentuer. Pourquoi ? Parce qu'un déficit d'information creuse un fossé entre les institutions et les citoyens, disent les responsables européens. La thèse défendue dans ce texte est toute autre. Les citoyens se défient de l'Union car elle a sacrifié la volonté des peuples sur l'autel de la gouvernance. Dans ces conditions, vouloir persuader les citoyens que l'Union qui s'est faite sans eux est la démocratie qu'ils attendaient est voué à l'échec. Par contre, si l'on tire les leçons du débat sur le référendum européen de 2005, si l'on admet donc que la démocratie est un conflit intégrateur qui réclame la participation des citoyens, il est possible de proposer une autre politique de communication pour l'UE. Cette nouvelle approche de la communication institutionnelle qui vise à créer du conflit, nous la nommons « délibérative » par opposition à l'approche marketing qui vise le consentement. ; Mistrust towards the European Union is increasing – but why? EU officials claim it is because insufficient information is creating a gulf between EU institutions and citizens. However, we argue in this paper that citizens mistrust the EU because it has sacrificed the will of the people on the altar of governance. If this is so, there is little point in trying to convince citizens that a union built up without them is democratic. On the other hand, if we look at the lessons from the debate on the 2005 EU referendum, and if we therefore accept that democracy is an integrative battle that demands citizens' participation, then we can put forward a different communication policy for the EU. We refer to this new approach to institutional communication, where the aim is to produce conflict, as a "deliberative" approach, in contrast to the "marketing" approach where the aim is to produce consent.
