Abstract

Scientific and technical progress, as well as integration and globalisation impact significantly on the development of society, the spheres of economy, social and political relations, etc. The main feature of these changes is the development of Information and Communication Technologies, the information accumulation of product features and strategic resources in the transition of the society into a new stage of its development - the information society. Thanks to it, the society develops rapidly enough. However, to whatever level the development would occur, and what kind of successes and achievements would happen, the issues of power and power relations always take place and will be very relevant, regardless of the social system and the economic and social development of the country. Purpose. One of the main objectives of the research is to study the theoretical approaches to understanding of the question of power in the context of social relations. Methods. In the research, the descriptive method, complex analysis, structural and functional analysis of the issues of power and power relations were used. Results. It was shown that in its broadest sense, «power» means the ability and right of some to govern, dominate, and exercise their will over others. This power is a rather complicated social phenomenon as well as one of the fundamental bases of the political development of society, which exists in all structures of society, supports internal organisation and hierarchical social relations. Therefore, the functioning of power is one of the most important objectives of any society for its activity. At the same time, the role of civil society through the implementation of control and monitoring of the authorities actions, primarily the legislative support of power and power relations. Originality. The scientific novelty of research consists of the fact that one of the elements of power and power relations is the moral and ethical factor that indirectly affects the level of «political culture» and compliance with the conditions on both sides of the so-called «social contract» under the influence and control of public. Conclusion. In summary, it can be noted that the power (dominance over people) is a fairly complex and multifaceted process of interaction and influence as various factors as social forcesand groups (with a significant role of specific individuals/personalities in these processes). In addition, on the part of authorities, it can be observed deep subconscious and emotional - volitional qualities laid primarily in the natural, biological basis of a man's mental life, as well as social and communication. Therefore, in the issues of power the leading positions include moral and ethical qualities of the subjects and objects of power, the issue of human dignity and the role of a person in power and power relations, the compliance of the so-called «social contract» and «political culture». It should also be noted that in our view the issue of power and power relations should be considered only in the complex of all the internal and external factors, taking into account the social structure, forms and models of governance. ; Широкое внедрение информационно-коммуникационных технологий существенно влияют на общественно-властные отношения, изменяя и модифицируя их. Но, невзирая на темпы развития общества, вопрос власти и властных отношений всегда есть и будет актуальным. Поэтому исследование указанных проблем нужно рассматривать лишь комплексно, учитывая общественный строй, формы правления, модели управления государством, а также состояние развития и готовности самого общества к усовершенствованию власти. Кроме того, современное развитие информационно-коммуникационных технологий и развитие коммуникаций влияют на все этапы информационных процессов, которые существенно влияют со стороны общества на вопрос власти и властных отношений. При этом власть является достаточно сложным социальным феноменом, а также является одним из фундаментальных принципов политического развития общества, и при этом присутствует во всех структурах общества, поддерживает внутреннюю организованность и иерархичность общественных отношений. И потому функционирование власти является одним из важнейших заданий любого общества для его жизнедеятельности. При этом растет роль гражданского общества через осуществление контроля и мониторинга действий власти, в первую очередь, по законодательному обеспечению власти и властных отношений. ; Широке впровадження інформаційно-комунікаційних технологій суттєво впливають на суспільно-владні відносини, змінюють та модифікують їх. Але незважаючи на темпи розвитку суспільства питання влади та владних відносин завжди є і буде актуальним. Тому дослідження вказаних проблем потрібно розглядати лише комплексно із урахуванням суспільного ладу, форми правління, моделі управління державою, а також стану розвитку і готовності самого суспільства до удосконалення влади. Крім того, сучасний розвиток інформаційно-комунікаційних технологій та розвиток комунікацій впливають на всі етапи інформаційних процесів, що суттєво впливають з боку суспільства на питання влади та владних відносин. При цьому влада є досить складним соціальним феноменом, а також є однією із фундаментальних засад політичного розвитку суспільства, та при цьому присутня в усіх структурах суспільства, підтримує внутрішню організованість і ієрархічність суспільних стосунків. І тому функціонування влади є одним із найважливіших завдань будь-якого суспільства для його життєдіяльності. При цьому зростає роль громадянського суспільства через здійснення контролю та моніторингу дій влади, в першу чергу, за законодавчим забезпеченням влади та владних відносин.
