GLOBAL PARTNERSHIP IMPLEMENTATION BASES IN THE EU/UNDP PROJECT «LOCAL COMMUNITY-ORIENTED DEVELOPMENT» IN CHERKASY REGION ; ЗАСАДИ РЕАЛІЗАЦІЇ ГЛОБАЛЬНОГО ПАРТНЕРСТВА В РАМКАХ ПРОЕКТУ ЄС/ПРООН «МІСЦЕВИЙ РОЗВИТОК, ОРІЄНТОВАНИЙ НА ГРОМАДУ» В ЧЕРКАСЬКІЙ ОБЛАСТІ

Abstract

Long and protracted period of social and economic depression in Ukraine has caused catastrophic destruction of the established economic system and logical achievement of the point of bifurcation, which is either the beginning of a reference to a fundamentally new stage in the development of the country and its territories on the basis of a qualitatively higher type of organization or the end (ultimate destruction) of the former structure. Under the circumstances, the path of radical reforms is the only way to implement the first variant of the development of events. In Ukraine, the reform of local self-government and power decentralization, which involves transferring of greater power and resources to the level of territorial communities, is being implemented. The formation of capable communities, which takes place through the consolidation of territorial communities, is an important component and pledge of the implementation of this reform. The purpose of the study is to highlight the results of participation in the joint EU/UNDP project "Local community-oriented development" (LCD) in phases I and II and to assess their effectiveness. In the article the experience of Cherkasy region participation in the 1st and 2nd phases of the EU/UNDP project " Local community-oriented development" is examined, the role of the project in the development of communities and their integration into large-scale processes of global partnership is substantiated. Quantitative indicators of the participation of territorial communities in the implementation of microprojects, in particular, regarding co-financing of initiatives, are presented. The priorities of Cherkasy region in the 1st and 2nd phases of the EU/UNDP "LCD" project are shown. Further research provides an analysis of the experience of participating in the next phases of the project and a general comparative assessment of the impact and consequences for communities and Ukraine as a whole. ; У статті досліджено досвід участі Черкаської області в І та ІІ фазах проекту ЄС/ПРООН «Місцевий розвиток, орієнтований на громаду», обґрунтовано роль проекту в розвитку громад та їх долучення до загальномасштабних процесів глобального партнерства. Представлено кількісні показники участі територіальних громад у реалізації мікропроектів, зокрема і щодо співфінансування ініціатив. Відображено пріоритети Черкаської області в І та ІІ фазах проекту ЄС/ПРООН «МРГ».
