Abstract

Defining the notion of National Security involves numerous risks since the concept has great semantic plasticity, and therefore can be applied to all aspects of social life. This paper analyses the elements that sha- ped the strategies of the different countries in Latin American to deal with organised crime, drug trafficking, and even terrorism, particularly in Mexico, where the Congress currently assesses the need to update the National Security Law to adapt it to the new geopolitical context. It is therefore relevant to analyse the theoretical framework of the National Security notion to understand the new hybrid concept in which police and military officers act in a coordinated manner to deal with new threats under the so-called Internal Security. ; Definir la noción de Seguridad Nacional es una empresa que compren- de numerosos riesgos. La dificultad se explica en un primer tiempo en que este concepto posee una gran plasticidad semántica, y por ende puede aplicarse a todos los aspectos de la vida social. En el presente trabajo se estudian los elementos que dieron forma a las estrategias abordadas por los diferentes países de la región latinoamericana para hacer frente a las amenazas como el crimen organizado, el narcotráfico e incluso el terrorismo, en particular en México, en donde actualmen- te el Congreso evalúa la necesidad de actualizar la Ley de Seguridad Nacional para adaptarla al nuevo contexto geopolítico. Por lo tanto, resulta pertinente analizar el marco teórico conceptual de la Seguridad Nacional para entender el nuevo concepto híbrido en donde policías y militares actúan de manera coordinada para enfrentarse a las nuevas amenazas en el marco de la llamada Seguridad Interior. ; Definir a noção de Segurança Nacional é uma empresa que envolve vários riscos.
