ТЕНДЕНЦІЇ РОЗВИТКУ ПРОФСПІЛКОВОГО КОНТРОЛЮ В РОЗВИНЕНИХ КРАЇНАХ СВІТУ ; TRENDS IN TRADE UNION CONTROL IN DEVELOPED COUNTRIES

Abstract

Статтю присвячено дослідженню сучасних тенденцій розвитку профспілкової діяльності та профспілкового контролю в розвинених країнах світу. З'ясовано, що діяльність профспілкових організацій характеризується високою національною варіативністю. Якщо в одних країнах світу, учасниками профспілкових організацій є 4-5% працівників, то у інших – цей показник може сягати 92%. При цьому, зазначений показник не характеризує рівень економічного розвитку країни, оскільки обумовлений особливостями трудових відносин та системи соціального забезпечення. Метою статті є дослідження тенденцій профспілкового контролю в провідних країнах світу та перспектив використання їх досвіду в Україні. На основі розгляду сучасних тенденцій діяльності профспілкових організацій в таких країнах як Великобританія, США, Австралія, автор констатує скорочення кількості активних учасників профспілкового руху, що обумовлено рядом факторів: впровадженням аутсорсингу, високим рівнем оплати праці в розвинених країнах, поширенням позитивних результатів діяльності профспілкових організацій на працівників, які не є їх членами. З'ясовано, що на міжнародному рівні профспілкові організації проводять кампанії проти несправедливості урядів або роботодавців, у контексті корпоративної соціальної відповідальності, глобального соціального діалогу, корпоративного управління. В умовах глобалізації, зростає роль профспілок та профспілкового контролю у вирішенні глобальних проблем, таких як гендерна дискримінація і сталий розвиток. Окрему увагу присвячено питанню контролю з боку профспілкових організацій за діяльністю пенсійних фондів (у Великобританії, Австрії, Нідерландах). Такий підхід може становити інтерес для України, з огляду на проведення пенсійної реформи та вже наявну мережу профспілкових організацій. Також акцентовано увагу на тенденціях щодо взаємодії профспілкових організацій та органів державної влади в контексті реалізації національної безпеки, зокрема – протидії впливу з боку інших держав (на прикладі Австралії та КНР). У такій площині точкою діалогу між профспілковими організаціями та державою виступає спільна зацікавленість у протидії демпінгу цін на імпортні товари та демпінгу оплати праці. ; The article is devoted to the study of modern trends in the development of trade union activity and trade union control in the developed countries of the world. It was found that the activities of trade union organizations are characterized by high national variability. If in some countries of the world 4-5% of workers are members of trade union organizations, in others this figure can reach 92%. At the same time, this indicator does not characterize the level of economic development of the country, since it is conditioned by the peculiarities of labor relations and the social security system. The aim of the article is to study the trends of trade union control in the leading countries of the world and the prospects of using their experience in Ukraine. Based on an examination of modern trends in the activities of trade union organizations in countries such as the UK, USA, Australia, the author notes a decrease in the number of active participants in the trade union movement, which is due to a number of factors: the use of outsourcing, high wages in developed countries, the spread of positive results of the activities of trade union organizations for employees who are not their members. It was found that at the international level, trade union organizations campaign against injustice by governments or employers, in the context of corporate social responsibility, global social dialogue, corporate governance. In the context of globalization, the role of trade unions and trade union control in solving global problems such as gender discrimination and sustainable development is increasing. Special attention is devoted to the issue of control by trade union organizations over the activities of pension funds (in Great Britain, Austria, the Netherlands). This approach may be of interest to Ukraine, given the implementation of the pension reform and theexisting network of trade union organizations. Attention is also focused on the trends in the interaction of trade union organizations and public authorities in the context of the implementation of national security, in particular, counteraction to the influence of other states (at the example Australia and China). In this plane, the focus of dialogue between trade union organizations and the state is the common interest in countering the dumping of prices for imported goods and dumping of wages.
