Türkiye'de e-belediyecilik uygulamaları ekseninde belediye-vatandaş ilişkisi: Adana Büyükşehir Belediyesi örneği ; Municipal-citizen relationship on the axis of e-municipalism practices in Turkey: Adana Metropolitan Municipality example

YÖK Tez No: 670175 ; Günümüzde bilişim ve teknoloji alanında yaşanan gelişmeler gerek bireylerin hayatında gerekse devletlerin var olan yönetim yapılarında köklü değişikliklere sahne olmuştur.Bilginin kapsamı ve anlamı gelişerek bilginin üretimi, işlenmesi ve dağıtımının önem kazandığı bilgi toplumu yapısı içinde bilişim teknolojileri her geçen gün değişen ve gelişen teknoloji ile birlikte birçok alanda dönüşüm yaşanmasını da zorunlu hale getirmiştir. Zamanla bireylerin ihtiyaçları ve istekleri artmış ve devletten beklentilerde farklılaşmıştır.Bu bağlamda kamu yönetimi yapısı yeniden yapılanma sürecine giderek vatandaşların isteklerine karşılık veren, bilişim ve teknoloji alanında yaşanan gelişmelere ayak uyduran, geleneksel yapının hantallığını geride bırakıp daha açık, şeffaf, hesap verebilir, yönetişim ilkelerini benimseyen, kırtasiyeciliğin ve maliyetin azaldığı yeni kamu yönetim anlayışı benimsenmiştir. Söz konusu yeni yönetim yapısının en iyi örneklerinden biri "e-devlet (elektronik devlet)" yapısıdır. E-devlet kavramı, vatandaş ile devlet arasındaki ilişkiyi ve kamu kurumlarının birbirleriyle veya özel kurumlarla olan ilişkisini elektronik ortama taşımaktadır. E-devlet yapılanması elbette yerel yönetimler yapısında da bir dönüşüm meydana getirmiştir. Nitekim halka en yakın yerel yönetim birimi olan belediyeler sunduğu hizmetleri elektronik ortama taşıması ile "e-belediye" kavramı oluşmuştur. E-belediye uygulamaları e devlet yapılanmasının önemli bir parçasıdır. Bilişim teknolojilerinden yararlanarak halkın yerel ihtiyaçlarını daha hızlı ve kolay karşılamayı ve yerel halkın yönetime katılmasını hedeflenmektedir.Bu bağlamda çalışmanın ilk bölümünde yerel yönetimlerin günümüze kadar gelişim süreci ele alınmıştır. İkinci bölümde e-devlet ve e-belediye kavramlarının tanımı, amacı ve özellikleri anlatılarak Türkiye'de önemli e-devlet uygulamalarından bahsedilmiştir. Son bölümde ise Adana Büyükşehir Belediyesi örneğinde e-belediye uygulamaları hakkında belediye ve vatandaş ilişkisini sorgulamak amacıyla yapılan anket çalışması yer almaktadır. Vatandaşlara e-belediye ile ilgili sorular yöneltilerek e-belediye hizmetlerini kullanıp kullanmadıkları, memnuniyet düzeyleri ve tutumları ölçülmüştür. Elde edilen veriler SPSS programına aktarılarak analiz edilmiş ve çalışmanın hipotezleri sorgulanmıştır. ; Today, developments in the field of informatics and technology have witnessed radical changes in both the lives of individuals and the existing administrative structures of states. Within the structure of the information society, where the scope and meaning of information has improved and the production, processing and distribution of information gains importance, information technologies have made it necessary to experience transformation in many areas with the technology that changes and develops day by day. Over time, the needs and desires of individuals have increased and expectations from the state have changed. In this context, by going through the process of restructuring the public administration structure, the new public administration approach has been adopted, which responds to the wishes of the citizens, keeps up with the developments in the field ofinformatics and technology, leaves the traditional structure behind and adopts more open, transparent, accountable governance principles, paperwork and cost reduction. One of the best examples of this new management structure is the "e-government (electronic government)" structure. The concept of e-government transfers the relationship between the citizen and the state and the relationship of public institutions with each other or with private institutions to the electronic environment. Of course, the e-government structuring has also brought about a transformation in the structure of local governments. As a matter of fact, the concept of "e-municipality" has been formed when the municipalities, which are the closest local government units to the public, transfer their services to the electronic environment. E municipality applications are an important part of e-government structuring. By using information technologies, it is aimed to meet the local needs of the people more quickly and easily and to involve the local people in the administration. In this context, the development process of local governments until today is discussed in the first part of the study. In the second part, the definition, purpose and characteristics of the concepts of e-government and e-municipality are explained and important e-government applications in Turkey are mentioned. In the last part, there is a questionnaire about e-municipality applications in the example of Adana Metropolitan Municipality in order to question the relationship between the municipality and the citizen. Citizens were asked questions about e-municipality and whether they used e-municipality services, their satisfaction levels and attitudes were iv measured. The obtained data were analyzed by transferring to the SPSS program and the hypotheses of the study were questioned.
