TEKERLEĞİ YİNE VE YENİDEN İCAT ETMEK: DİL EĞİTİMİ POLİTİKALARI1 ; RE-INVENTING THE WHEEL: LANGUAGE EDUCATION POLICY

Abstract

Dünya geneline bakıldığında az gelişmiş ya da gelişmekte olan ülkelerin en önemli sorunlarından birisi de eğitim ile siyasetin iç içe olmasıdır. Konumuz siyaset değil ama ülkemizdeki eğitim sisteminin son yarım asırdır geçirdiği evrelere bakıldığında Afrika ve Avrasya'daki birçok ülkeden farksız olarak eğitimin ülke siyaseti ile iç içe olduğu çok aşikârdır. Bu tür ülkelerde politik çalkantılar bir ülkenin eğitim ve öğretimini her zaman olumsuz etkilemiştir. Basamaklı Kur Sistemi ve Lise Mezunlarına Meslek Edindirme Projesi gibi geçmişteki iki önemli örnek ile Türkiye'deki eğitim sistemine eleştirel yaklaşacağız fakat amacımız üzüm yemek, bağcı dövmek değil. Amacımız tekerleği yine ve yeniden icat etmeye çalışmaktansa geçmişten ders çıkartmak ve yakın ve uzak gelecekteki eğitim politikalarımızı anlık siyasi çalkantılardan uzak tutmak için yapılabilecekleri göstermeye çalışmaktır. ; One of the most important worldwide issues of underdeveloped or developing countries is that the intervention of country policies in education. However, the subject matter is not politics, but if the phases of the education system of Turkey have been analyzed in the last half century, it can be obviously seen that the country policy is intertwined with the education policy which is not different compared with lots of Asian and African countries. Nevertheless in such countries political fluctuations have always affected the education system negatively. In this paper, the educational system, especially language teaching policy in Turkey, will be approached critically by analyzing two important projects from the past: the "Step Based System" and the LIMME. However, the aim is not re-inventing the wheel once and again. The aim is to take lessons from the past and to show what can be done to keep away the sudden political fluctuations from the educational policy in near and distant future.
