Demokrasi için bir araç: E-belediye

Abstract

ÖZETDEMOKRASİ İÇİN BİR ARAÇ: E-BELEDİYEEnformasyon teknolojilerine dayalı e-devlet anlayışının ve onun bir parçası olan e-belediye uygulamalarının demokrasi ile ilişkisi nedir? Bunların arasında, hemen her yerde açık ve doğrudan bir ilişki varmışçasına kullanılan söylemlerin aksine sıradan vatandaşların konuya böyle yaklaşmakta tereddüt ettikleri ve bu ilişkiyi göremediklerinden e-devleti tümden yapay kabul etme eğiliminde oldukları anlaşılmaktadır. Bu noktadaki aksama nerededir? Bu tez e-devlet konusu tartışmalarında hep geriden gelen e-devlet ve demokrasi ilişkisinin "dolaysızlığını", "içeriği üzeride tartışılmayacak derecede kabul görmesini" (aksiyomunu) irdelemektedir. Bunu da bir ilişkiyi oluşturan tüm unsurları çözümleyerek farkın nerede başladığını görmeye çalışarak yapmaktadır. Tezin amacı, e-devletin kullanıcıları olarak vatandaşların bilgi eksikliğinden dolayı e-devlet hizmetlerini algılamakta problemleri yaşadıkları, bu ayrımın belirlenmesiyle mevcut algının daha olumluya döneceğine dikkat çekmektir. Bu temel sorulardan yola çıkan tezin amacı, öncelikle çok somut olarak hayatımıza hızla giren bu kavramları soyut bir kavram olan demokrasi ile ilişkilendirebilmek için, gerekli altyapıyı, bu konudaki ana hatları belirleyen liberal teorinin söylemlerini kullanarak sağlamaktır. Konunun temelindeki kavramlar, süreci biçimlendiren eylemler, e-devletin amaçları, katkı ve sorunları bunlara eleştiriler ve konunun teknik yönleri vurgulanarak tablonun bütünlenmesi hedeflenmiştir. Türkiye'den bir belediyenin sakinleriyle yapılan araştırma öncesi Türkiye'nin bu konu içindeki yeri ve yapılan çalışmalar hakkında bilgiler sunulmuştur. Daha sonra temel soruların üzerinde durduğu ilişkinin sorgulamasının yapılabilmesi için e-belediyenin içeriği ve e-demokrasi üzerinde durulmuştur. Son olarak Fatih İlçesi hakkında temel bilgiler verilmiş ve Belediye sakinleri ile yapılan görüşme sonuçları değerlendirilmiştir. Bu altyapı temelinde bu muğlâk sorunun yanıtlanmasına çalışılmıştır. ABSTRACT A MEDIUM FOR DEMOCRACY: E-MUNICIPALITYWhat is the relationship between democracy and e-government in general? More specifically; what is the relationship between democracy and e-municipality applications within the concept of E-Government? On the contrary to the common discourse, which regards as if there is an explicit and direct relationship of the subject matter, ordinary citizens are not able to see that relationship, thus tend to hesitate to approach and eventually consider the entire e-government as artificial. What underlies the failing point? The thesis argues the axiom, which always considered as underlying and deemed appropriate in e-government discussions: "the immediate relation" between e-government and e-democracy. This is done by analyzing and then assembling all the single components of this relationship. The aim of this study is draw attention to the lack of knowledge about citizens' perception of E-Government services today and eventually point out key factors for creating a change in the common perception towards a positive view. The fundamental concern is primarily to interconnect above mentioned concepts -which intervenes our daily life in a concrete manner-, and set up the infrastructure that is necessary to see this relationship, in order to be able to review their relationships with democracy, by utilizing the liberal theory's discourse defining the outlines of this subject. It is hereby aimed to complete the big picture by emphasizing the baseline concepts, the acts which form the process, goals of the e-government, contributions, difficulties encountered, critiques and technical aspects. Prior to the survey conducted with habitants of Istanbul Fatih district Municipality, the e-government efforts in Turkey are provided. Following, it is focused on elaborating on the scope of e-municipality and e-democracy, in order to examine the basis of such relation. Finally, some basic information about Fatih District given and the outcomes of the survey conducted with the habitants of the Municipality have been evaluated. In the light of this infrastructure, the ambiguous question has been attempted to be answered.
