Türkiye'de 1980 sonrası serbest piyasa ekonomisi-siyasal muhafazakârlık ilişkisi

Abstract

ÖzetBu tez, Türkiye'de 1980 sonrası bir zihniyet ve tasavvur düzeyinde şekillenmeye başlayan piyasa olgusu etrafında, liberalizm-neoliberalizm-İslamcılık-muhafazakarlık-yeni muhafazakarlık ideolojik çerçevelerinin girmiş olduğu etkileşimi zihniyet düzleminde okumak üzerine tasarlanmıştır. Tez dâhilinde, ilk iki bölümün teorik-kuramsal-tarihsel çerçevede piyasa aklı ile, onun merkezinde etkileşime girdiği ideolojik çerçevelerin hem bu olguyla hem de kendi aralarındaki ilişkiselliğinin irdelendiği; üçüncü bölümünde ise hem kuramsal hem de saha çalışmasını bu zemin üzerinden okuyan bir metodolojik yaklaşımın hâkim olduğu belirtilebilir. Türkiye'de İslamcı siyaset ile muhafazakâr siyaset arasındaki yapısal ilişkinin mahiyeti, bu ilişkinin piyasa ile etkileşimi ve 1980 sonrası yeni muhafazakârlıkla neoliberalizmin bütünleşip yeni sağ doktrinini inşa ettiği küresel siyasa'da Türkiye ölçeğinin bu sürece ne şekilde girip nasıl çıktığı, bu bölümün ilk iki alt bölümünün ana tartışma konularındandır. Bu teorik ve tarihsel zemin üzerinden ise, Türkiye'de muhafazakâr akıl çevrimiyle bir biçimde ilişkili olduğu varsayılan, ülkede önde gelen siyasal-iktisadi aktörlerle birebir niteliksel mülakatlar gerçekleştirmek suretiyle, Türkiye'de gerek siyasal, gerekse iktisadi aklın özellikle 1980 sonrasında nasıl bir zihni ve fikri ufuk tecrübesi içinden geçtiği, birebir ve önemli pratikler üzerinden analiz edilmeye çalışılmıştır.AbstractThis dissertation has been designed to read the interactional processes among the ideological frames; liberalism-neoliberalism-Islamism-conservatism-neo conservatism at the base of mentality question shaped around the market fact, dominated the post-1980 political and economic juncture in Turkey. In the context, the first two chapters are seeking to interrogate the relation and interaction between market mind and the ideological positions within the theoretical-historical frame. The third chapter has a methodology containing both theoretical facet and the field study to read and analyse the main questions on the theoretical base built within the first two chapters. The structural relation between Islamist and conservative political perspectives, the interaction of this relation with the market mind, and the effect of the New Right political sphere dominated throughout the global political-economic juncture by 1980s, to the Turkish political-economic sphere, are the main and core issues of the first two sections of the third chapter. By this theoretical and historical base, numerous face-to face qualitative interviews has been conducted with the main and effective political-economic-sociological actors which are seemed in a way to be related with the conservative sphere in Turkey, to understand and review the nature of experince faced by this political-economic mind by the post-1980s period.
