Özel güvenlik kurumlarında kooperatifleşme modeline geçiş ve uygulama esasları

Abstract

Ö Z E TÇalışmamızın konusu, " Özel Güvenlik Kurumlarında Kooperatifleşme Modeline Geçiş ve Uygulama Esasları" dır. Bu konu, toplumun gelişmesiyle beraber artan güvenlik hizmetlerini, yasal prosedürü olmadan yerine getirmeye çalışan Anonim Şirket ve Limited Şirket şeklinde örgütlenmiş olan güvenlik sektöründeki kurumların, ülkemizde kökü 1863 yıllarına dayanan kooperatif işletmelerine entegre edilmesi gerektiğini ve muhasebe kayıtlarının nasıl tutulacağını göstermektedir.Tezimiz giriş ve dört ana bölümden oluşmaktadır. İlk bölümde genel olarak özel güvenlik kavramının ne olduğu, özel güvenlik şirketlerinin ve sektörün sorunları ile bu sorunlara getirilen çözüm önerileri anlatılmaktadır.İkinci bölümde; Türkiye ve Avrupa'daki Özel güvenlik anlayışı sektörle ilgili dernek ve kuruluşlar, bu dernek ve kuruluşların faaliyetleri, denetleme mekanizmaları, denetlemeler sonucunda alınacak önlemler ile Özel Güvenlik Kurumlarının Türkiye'deki bazı zaafları ele alınmıştır. Üçüncü bölümde; Kooperatif kavramı açıklanmış, kooperatif işletmelerin Türkiye ve Dünya' daki tarihsel gelişiminden bahsedilmiş, kooperatif çeşitleri belirtilerek her bir kooperatif türü hakkında bilgi verilmiştir. Bu bölümde ayrıca kooperatiflerin kuruluş safhasında yapması gereken işlemler hakkında bilgi verilmiştir.Dördüncü bölümde ise Özel Güvenlik Kurumlarının kooperatif işletme şeklinde örgütlenmesi, Özel Güvenlik Kooperatiflerinin tutması gereken defter ve belgeler, işlemlerinin muhasebeleştirilmesi, vergilendirilmesi ve vergiler karşısındaki muafiyet ve istisnalardan hangi şartlarda yararlanabileceği ayrıntılı olarak anlatılmıştır. SUMMARYThe subject of our paper is "Cooperatives at Private Security Institutions and Application Principles". This paper shows; how the institutions that are organized as Limited Company or Incorporation which give security services without any legal procedure should be integrated with the cooperative system that used in Turkey since 1863.Our paper contains an introduction and four main chapters. First chapter explains the concept of private security, the problems of private security institutions and the sector and the solutions that are proposed to these problems.The second chapter deals with how the concept of private security is comprehended in Turkey and European Union, the institutions and associations related to the sector, the activities of these institutions and associations, control mechanisms, the measures should be taken and the weaknesses of private security institutions in Turkey.At the third chapter, the concept of cooperative, the historical development of cooperative enterprises in Turkey and the world and different types of cooperatives are explained. The process of establishing a cooperative also explained at this chapter.At the fourth chapter; organization of private security institutions in the form of cooperative, the account books and documents used by Private Security Cooperatives, accountancy of the transactions, taxation and the conditions of tax immunity are explained.
