Syria's Lebanese policy in its quest for regional predominance, 1970-2005

Abstract

ÖZETSURİYE'NİN BÖLGESEL GÜÇ OLMA ARAYIŞINDA LÜBNAN POLİTİKASI, 1970-2005 Suriye'nin Lübnan politikası, bölgesel güç olmaya yönelmiş Suriye dış politikasının önemli bir unsurunu oluşturmaktadır. Tezin amacı, Hafız Esad'ın iktidara geldiği 1970'ten 2005'e kadar, bu politikanın özelliklerinin nasıl değiştiğini, Suriye'nin genel politikalarından ve bölgesel ortamdan nasıl etkilendiğini ve bunları nasıl etkilediğini değerlendirmektir. İsrail'in 1982 Lübnan işgali gibi bazı engellere rağmen bu süre zarfında Suriye Lübnan üzerinde etkili bir kontrol kurabilmiştir; ancak bu, 2005'te Suriye birliklerinin Lübnan'dan çekilmesiyle büyük ölçüde sınırlandırılmıştır. ABSTRACT Syria's Lebanese policy constitutes a major component of Syrian foreign policy oriented towards regional predominance. The objective of the thesis is to evaluate how the character of this policy changed, how it affected and was affected in its turn by the general Syrian policies and regional setting, from Hafiz Asad's rise to power in 1970 to 2005. Despite some setbacks like the 1982 Israeli invasion of Lebanon during this period, Syria managed to establish an effective control over Lebanon; however this was greatly reduced with the withdrawal of Syrian troops in Lebanon in 2005. It is pointed out in this study that Syria has essential interests in Lebanon, and in order to secure and promote these interests, Syrian regime has demonstrated active involvement in the country and has attempted to achieve a position of influence and control over its affairs. Syria's Lebanese policy both contributed to and was affected by the improvement of the Syrian position in the regional plan; in the same way, it could be both a contributing factor to and a symptom of the decline of Syrian policies. In this context, its policy in Lebanon presented Syria both opportunities and challenges.
