Bir sivilleşme hareketi olarak sendikacılık ve Türkiye üzerine bir değerlendirme

Abstract

Osmanlı Dönemi'ne kadar dayanan sivilleşme süreci Türkiye Cumhuriyeti döneminde ve günümüzde de halen devam etmektedir. Sivilleşmeyi bir süreç olarak değerlendirdiğimizde, Türkiye Cumhuriyeti döneminde darbelerden kaynaklanan dönemsel kesintilerin olduğunu gözlemlemek mümkündür. Sivil toplumun yapı taşı niteliğinde olan sivil toplum kuruluşlarının gelişmişliği sivil toplumun da gelişmesine katkı sağlayarak sivilleşme sürecinin hızlanmasına sebep olmaktadır. Batı'da doğru şekilde uygulanarak nitelikli sosyal politikaların oluşmasını sağlayan sivil toplum, günümüzde Türkiye'de nitelikli gelişmişlik seviyesinde değildir. Sivil toplum kuruluşlarından biri olan sendikaların sivilleşme sürecine katkı sağlama noktasında önemli etkileri olmaktadır. Bir ülkede nitelikli işgücünü oluşturan ve çalışmakta olan kesimin korunması gereken sosyal, ekonomik, toplumsal ve hukuki haklarını temsilen bir tüzel tüzel kişilik olarak kurulan sendikaların, çalışanların hak ve menfaatlerine hizmet etme noktasında önemli işlevleri mevcuttur. Sendikaların Türkiye'de sivilleşme üzerinde etkilerinin incelendiği çalışmada işçi sendikacılığı ile kamu görevlileri sendikacılığı arasında hukuki zeminde başlayan bir farklılık olduğu gözlemlenmiştir. Bu gözlem üzerine üç farklı sendika konfederasyonu genel başkanları ile yapılan mülakatlar analiz edilerek sivilleşme nasıl katkı sağlanabileceği noktasında çıkarımlar yapılmaya çalışılmıştır. Sivil toplum bilincinin toplumun tabanının tamamına yayılması ile gerçekleşecek olan sivilleşmenin; sosyal, ekonomik, kültürel, hukuki ve siyasi kalkınmayı da beraberinde getireceği öngörülerek, sivil toplum bilincinin oluşarak tüm topluma yayılmasının gerekliliği ortaya koyulmaktadır. --- The civilianization process that dates back to the Ottoman period continued in the first period of theRepublic of Turkey and is also still continuing today. When the civilianization process of evaluation,stemming from the coup is possible to observe that there are periodic interruptions in the period of theRepublic of Turkey. The development of non-governmental organizations, which are the buildingblocks of civil society, contributes to the development of civil society and accelerates the civilizationprocess. Civil society, which ensure that quality social policies applied correctly in the West, is not thelevel of quality development in today in Turkey. Unions, which are one of the non-governmentalorganizations, have an important effect in contributing to the civilization process. Unions, which areestablished as a legal entity representing the social, economic, social and legal rights of the workingsegment, which constitute the qualified workforce in a country and need to be protected, haveimportant functions in serving the rights and interests of the employees. In studies where the effects ofunions in Turkey on demilitarization, it was observed that the legal basis for starting a differencebetween public officials and the labor unionism. Upon this observation, interviews with three differentunion confederations were analyzed and inferences were made on how to contribute todemilitarization. It reveals the necessity of the civil society to be realized with the dissemination of thecivil society consciousness to the whole base of the society, which will bring social, economic,cultural, legal and political development with it, creating the awareness of civil society and spreadingit to the whole society.
