JUSTIFICATION OF THE NECESSITY OF DEVELOPING A SCIENTIFIC AND METHODOLOGICAL APPARATUS FOR ASSESSING THE CAPACITY OF LINEAR DIVISIONS TO COMBAT ARMED PROVOCATIONS ON THE STATE BORDER ; ОБҐРУНТУВАННЯ НЕОБХІДНОСТІ РОЗРОБКИ НАУКОВО-МЕТОДИЧНОГО АПАРАТУ ОЦІНКИ СПРОМОЖНОСТІ ЛІНІЙНИХ ПІДРОЗДІЛІВ ПРОТИДІЯТИ ЗБРОЙНИМ ПРОВОКАЦІЯМ НА ДЕРЖАВНОМУ КОРДОНІ

Abstract

The article is devoted to the substantiation that the aggressor countries, as a rule, use armed provocations in the border areas for the further development of multifaceted scenarios, which can have both a full-scale military and political continuation. It was being proved that the implementation of such plans would being preceded by the accumulation of intelligence on military formations in the border areas of the "victim state", clarification of infrastructure capabilities, response capabilities, and so on. In addition to these points, according to the authors, the aggressor country will implement border armed provocations (military, civilian), or to test the combat readiness of both the state border cover and response forces (to study time parameters, potential capabilities of forces and means, etc.), or to inflame the full-scale use of military force. Historical facts were being present when the aggressor states began their aggressive actions based on provocations. Emphasis was being place on the fact that before the implementation of any military provocation, the aggressor country accumulates the necessary military potential in its border areas or areas from which in a short time the necessary forces and means were being move to a given area of action. Given the above example of the number of concentration of forces and means of the armed forces of the Russian Federation in front of the area of responsibility of the border service "Velyka Pisarivka" Sumy border detachment, there is a possibility of the enemy in the area of responsibility of the department of armed provocation. Based on the logical conclusions, the objective need to develop a scientific and methodological apparatus for assessing the ability of line units to counter armed provocations at the state border were being substantiated. ; Стаття присвячена обґрунтуванню того, що країни-агресори, як правило, використовують збройні провокації в прикордонних районах для подальшого розвитку різних сценаріїв, які можуть мати як повномасштабне воєнне, так і політичне продовження. Доведено, що передувати реалізації таким планам буде накопичення розвідданих щодо військових формувань у прикордонних районах "держави-жертви", уточнення можливостей інфраструктури, можливості сил реагування тощо. Крім зазначених моментів, на думку авторів, країна-агресор буде реалізовувати прикордонні збройні провокації (воєнні, цивільні) або з метою перевірки боєготовності як сил прикриття державного кордону, так і сил реагування (для вивчення часових параметрів, потенційних можливостей сил і засобів тощо), або для розпалу повномасштабного застосування військової сили. Представлено історичні факти, коли держави-агресори розпочинали свої загарбницькі дії на основі провокацій. Акцентовано на тому, що перед початком реалізації будь-якої військової провокації країна-агресор акумулює необхідний військовий потенціал у своїх прикордонних районах або районах, з яких в короткий термін необхідні сили та засоби можуть бути переміщені в заданий район дій. З урахуванням наведеного прикладу щодо кількості зосередження сил і засобів збройних сил Російської Федерації напроти ділянки відповідальності відділу прикордонної служби "Велика Писарівка" Сумського прикордонного загону існує ймовірність проведення противником у районі відповідальності вказаного відділу збройної провокації. З логічних висновків обґрунтовано об'єктивну потребу в розробці науково-методичного апарату оцінки спроможності лінійних підрозділів (ВПС) протидіяти збройним провокаціям на державному кордоні.
