İsviçre'de faaliyette bulunan türk sivil toplum kuruluşlarının kamu diplomasisi faaliyetleri yürütüp yürütmediğine dair bir inceleme ; An investigation on whether turkish civil society organizations operating in switzerland carry out public diplomacy activities

Abstract

Bu çalışmada Türkiye'nin İsviçre'deki kamu diplomasisi faaliyetleri araştırılmaktadır. Yapılan bu araştırmada araç olarak İsviçre'de yaşayan Türkler'in kurdukları sivil toplum kuruluşları seçilmiş ve bu kurumların uygulamaları incelenmiştir. Bu bağlamda İsviçre'de kurulmuş olan, Avrupa merkezli kurulan ve İsviçre'de de faaliyet gösteren ve Türkiye'de kurulmuş ancak İsviçre'de de şubesi bulunan kurumlar araştırılmıştır. Bu kurumların faaliyetleri, faaliyetlerinin nitelikleri ve üye profili gibi unsurlar incelenmiş, bu kurumların İsviçre toplumu ile ne kadar etkileşim içerisinde olduğu analiz edilmeye çalışılmıştır. Çalışma sırasında zaman zaman İsviçre toplumunun Türkler ve Türkiye hakkındaki düşüncelerine ışık tutulmuş, Türk toplumunun İsviçreliler tarafından ne derece tanındığı anlaşılmaya çalışılmıştır. Yapılan bu araştırma ile İsviçre'deki Türk sivil toplum kuruluşlarının İsviçre toplumunun düşüncelerinin şekillenmesinde ne derece etkili olduğu kamu diplomasisi perspektifinden incelenmiştir. Çalışmanın sonucunda kamu diplomasisi uygulamaları konusundaki eksiklikler ve Türk kurumlarının potansiyeli ortaya konmaya çalışılmıştır. ; In this study investigated Turkey's public diplomacy activities which applies in Switzerland. In this study, non-governmental organizations which established by Turks living in Switzerland were selected as a tool and the practices of these institutions were examined. In this context, established in Switzerland, it operates in Europe and established its headquarters in Switzerland and established institutions with branches in Turkey but also in Switzerland were investigated. Factors such as the activities of these institutions, the characteristics of their activities and the member profile were examined, and it was analyzed how these institutions interact with the Swiss society. During this study, exhibited Swiss society's thinking about Turks and Turkey, investigated that Turkish society the extent recognized by the Swiss. With this research, the effectiveness of Turkish non-governmental organizations in Switzerland in shaping the thoughts of Swiss society was examined from the perspective of public diplomacy. As a result of the study, the deficiencies in public diplomacy practices and the potential of Turkish institutions were revealed.
