Avrupa Birliği'nde Bölge, Bölgeselleşme, Bölge Yönetimleri Kavramları Üzerine ; On the Concepts of Regions, Regionalism and Regional Administrations in the EU

Abstract

Batı ülkelerinin kamu yönetimlerinin, kent devletinden imparatorluğa, buradan krallığa ve nihayet (ulus-)devlete doğru bir evrim yaşanmışken; Avrupa Birliği yapılanması dikkate alındığında, gelişen sürecin tekrar "imparatorluk"a doğru olduğu söylenebilir. Evrimleşme bu şekilde gerçekleşirse, söz konusu yapıda, demokratik temsil, katılım ve siyasal bir denge güç olması açısından "bölge (yerel) yönetimleri" temel kamu yönetimi birimlerinden biri olacaktır. Bu makale, Avrupa Birliği'nde belirtilen mantık çerçevesinde gelişme gösteren "bölge" olgusunun ele almaktadır. ; The public administrations in the western european countries has evolued from the city-state to the empire and from the Empire to the (nation)-state. However, given the progress made towards creation of EU, the process seems to go egain towards the empire. Once creation of EU is completed,iwrhin this political sturucture regional (local) administrations" will be one of the main public administration units in terms of democratic participation and their being an equilibrium political power against the centre. As regional administrations (such as federal states and autonomous regions) in EU come to the fore and play a primary role in shaping the political and andministrative stuructures of the Union, this stady explains the development of regionalism in the EU.
