Küreselleşme ve ulus-devlet ilişkisi: Yerelleşme ve bölgeselleşme üzerine etkileri ; Globalization and national state relationship: The effects on localization and regionalization

Abstract

Ulus, ortak bir kültürden, soydan ve tarihten almış olduğu pek çok nitel ve nicel değerlerin devlet bünyesinde bir araya gelmesi ile oluşur. Ulus-devlet de meşruiyetini bir ulusun belirli bir coğrafi alandaki hakimiyetinden alan yapıya denir. Bu çalışmada; ulus ve ulus-devletin yapısal özellikleri ya da temel unsurlarının neler olduğu, tarihi, kültürel, ekonomik ve siyasi boyutlarının nasıl geliştiği, küreselleşme süreci ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların ulus-devletin yapısında ne gibi aşınmalar izah edilmiştir. Küreselleşme, 20. Yüzyılın son çeyreğine damga vurmuş önemli bir kavram olmuştur. Küreselleşme olgusu ile birlikte hızlanan kültürel, ekonomik ve siyasi unsurların, ulus-devletin yapısal ve işlevsel fonksiyonlarının sorgulanmasına nasıl zemin hazırladığı üzerinde de durulmuştur. Merkezi yönetime dayalı ulus-devletlerin, merkeziyetçiliğini sorgulayan küreselleşme sürecindeki değişimin, kamu yönetimi alanının önemli tartışma konularından birini oluşturduğu söylenebilir. Küreselleşme sürecindeki bu değişim, kamu hizmeti sunumunu ve kamu hizmeti anlayışını da etkilemiştir. Çalışmada bu kapsamda; küreselleşme kavramı ve ilgili temel kavramlar izah edilmiştir. Bu çalışmada aynı zamanda siyasal, ekonomik ve idari olarak karşımıza çıkan bu etkilerin, yerelleşme ve bölgeselleşme üzerindeki etkilerine de değinilmektedir. Küreselleşmenin ortaya çıkarmış olduğu bu etkilerin, federal, üniter ve bölgeselleşmiş devletlerde, yerel yönetimlere etkisi; Almanya, Amerika, Fransa, İngiltere, İspanya ve İtalya gibi ülkeler üzerinden açıklanmaya çalışılmıştır ; The nation is formed by the gathering of many qualitative and quantitative values that the state has taken from a common culture, society and history. The nation-state is also called the "structure" in which the legitimacy of a nation comes from its dominance in a certain geographical area. The historical, cultural, economic and political dimensions of the development of national and nation-state structural characteristics or basic elements, and the erosion of cultural, economic and political elements accelerating with the globalization process are explained in the nation-state structure. Globalization has become an important concept imprinted on the last quarter of the 20th century. It is also emphasized on how the cultural, economic and political elements accelerating with the phenomenon of globalization pave the way for the questioning of the structural and functional functions of the nation-state. It can be said that the change in the globalization process that question centralism of centralized governance-based nation-states constitutes one of the important debates in the field of public administration. This change in the globalization process has also affected public service delivery and public service. In this context; the basic concepts about globalization has been explained in this study. The effects of these political, economic and administrative antagonisms on the localization and regionalization are also mentioned in the study. These effects, of which globalization has emerged, have influenced local governments in federal, unitary and regionalized states. In this study these effects are explained through the following countries; Germany, America, France, England, Spain and Italy.
