Abstract

Охарактеризована існуюча система поводження з твердими побутовими відходами в Україні. Виявлені недоліки взаємодії держави і приватного бізнесу у сфері поводження з твердими побутовими відходами. Запропоноване вирішення основних проблем взаємодії держави і бізнесу шляхом створення партнерських відносин. Визначена сутність поняття "державно-приватне партнерство" і його основні риси. Описані вихідні умови застосування державно-приватного парнерства та модель його функціонування у сфері поводження з твердими побутовими відходами. ; There have been described the existing system of solid waste management in Ukraine. Wastes are considered as a source of constantly replenishing raw material resources. The shortcomings of interaction between government and the private sector in the field of solid waste management have been identified. A solution to the main problems of interaction between government and business through the creation of partnerships have been provided in the article. The essence of the concept of "public-private partnership" and its basic features have been defined. There have been described the initial conditions for the use of public-private partnership and the model of its operation in the field of solid waste management. The use of the model with proposed terms will provide an opportunity to organize the collaboration between state authorities and businesses and to provide quality country territory cleaning from municipal solid waste.
