Теоретичні засади управління розвитком комунальних підприємств ; Theoretical bases of management by development of municipal enterprises

Abstract

В статті досліджено основні проблеми функціонування підприємств комунального сектору, обґрунтовано необхідність реформування системи житлово-комунального господарства та досліджено теоретичні засади управління розвитком комунальних підприємств в Україні. Досліджені основні проблеми збитковості та неефективності комунальних підприємств, а також порядок та напрямки підвищення ефективності управління підприємствами комунальної сфери. Джерелами додаткових коштів для покращення стану об'єктів комунальної власності визначено державне фінансування, отримання кредитів, приватизація або оренда об'єктів комунальної власності тощо. Зазначені автором форми управління комунальним майном є досить різноманітними, проте на практиці використовуються найпростіші з них через зрозуміле законодавче регулювання. Автор приходить до висновку, що акцент слід зробити на розвитку нормативно-правової бази, яка б регулювала такі методи управління комунальним господарством як концесія, застава об'єктів комунальної власності тощо. ; The article deals with the main problems of functioning of utilities sector enterprises, the necessity of reforming the system of housing and communal services has been substantiated and theoretical bases of management of development of the municipal enterprises in Ukraine are investigated. The main problems of unprofitability and inefficiency of communal enterprises are investigated, and also the order and directions of increase of efficiency of management of the enterprises of the municipal sphere. The sources of additional funds to improve the condition of municipal property are determined by state financing, obtaining loans, privatization or lease of municipal property, and the like. The forms of management of municipal property specified by the author are rather various, however in practice the simplest of them through clear legislative regulation are used. The author comes to the conclusion that the emphasis should be placed on the development of the regulatory framework that would regulate such methods of municipal management as concession, pledge of communal property and the like.
