Les parcs d'activité en Wallonie : quels besoins fonciers pour quels développements ? ; Activity parks in Wallonia: what land is needed for which developments?

Abstract

Un thème récurrent des recherches de la CPDT porte sur l'évaluation des besoins en zones d'activités et à l'estimation du potentiel offert par les plans de secteur en regard des contraintes du territoire. Une analyse récente de la problématique demandée par le Gouvernement wallon a mis en évidence la pénurie en terrains à vendre dont souffrent la plupart des intercommunales de développement dans certaines de leurs sous-régions, elle a mis aussi en lumière divers enjeux relatifs à la conciliation entre la gestion de la ressource foncière liée aux zones d'activités et le développement durable. Elle a aussi permis d'identifier de multiples contraintes à prendre en compte en vue d'une localisation optimale des zones d'activité. Si les plans de secteur comportent encore d'importantes disponibilités foncières, celles-ci ne peuvent que partiellement répondre aux besoins des intercommunales, une fois déduits les terrains couverts par d'importantes contraintes les rendant impropres à l'implantation d'un parc d'activités. ; A recurrent theme of the CPDT's research is that of assessing the needs of activity areas and estimating the potential offered by the sector plans in the light of territorial constraints. A recent analysis of the problem, requested by the Walloon Government, has highlighted the shortage of land for sale, from which most inter-communal development organisations are suffering in some their sub-regions, and it has also shed light on various issues relating to the conciliation between activity-area land stock management and sustainable development. It has also identified numerous constraints that need to be taken into account for optimal positioning of the activity areas. Although the sector plans still contain significant quantities of available land, this can only partially meet the needs of the inter-communal organisations, after deduction of land impaired by major constraints that make it unsuitable for the establishment of an activity park. ; Peer reviewed
