The paper rounds out the section given over to the analising of the governance of the groundings of our legalframework, dealing as it does with the social purpose of property and those major mechanisms availablefor the governance of land use in those many of its facets that concern the legislator and turn upon thecall to be thorough-going upon all done and the correct use of those elements that could be said to make upthis social-economic basic factor's regulation, namely that governing of the use of the surface which is subjectin the new law to a complete regulating for the first time along with substitute grants and compulsorypurchase, the author here pointing out how the experience culled from regional autonomous governments'experiences have made a great contribution to the undertaking. ; El artículo cierra el apartado de este número de la revista que reocoge los aspectos del análisisde la regulación de la vertiente básica del marco legal y trata sobre la función social de la propiedad ylos importantes mecanismos al servicio de la gestión del suelo, en particular los de los patrimonios públicosde suelo, en los que la preocupación del legislador se centra en el rigor en su administración y el empleo delos bienes que los integran; el derecho de superficie, que es objeto por primera vez de una regulación completa;y la sustitución y la venta forzosas, aprovechando la experiencia facilitada por algunas regulacionesautonómicas.
