La Revolución mexicana y la organización política de México: la cuestión del equilibrio de poderes, 1908-1932

Abstract

This paper seeks to show the political-ideological process that explains how the groups that rose against a dictatorial power during the Mexican revolution, ended up promoting, as a proposal for political reorganization, the empowerment of the executive branch of government. To understand this, facts and proposals of constitutional reforms that were discussed in Mexico between 1908 and 1932 are analyzed. By the end of this work it shall be clear that the project to empower the president, approved in 1917, didn't work. It shall also be clear which were the tensions among the branches of government that explain the constitutional reforms proposed a decade after the Constituent that achieved the predominance of the executive over the other powers. ; El objetivo de este trabajo es dar a conocer el proceso político-ideológico que explica cómo los grupos de la Revolución mexicana que se levantaron contra un poder dictatorial terminaron impulsando, como propuesta de reorganización política, el fortalecimiento constitucional del ejecutivo. Para explicarlo, se analizan los hechos y las propuestas de reforma constitucional que se discutieron en México entre 1908 y 1932. Al finalizar este estudio se puede ver que el proyecto de fortalecimiento del presidente aprobado en 1917 no funcionó, así como cuáles fueron las tensiones en las relaciones entre poderes que nos explican las reformas constitucionales impulsadas, una década después del Constituyente, para lograr el predomino del ejecutivo.
