La réception de l'action publique

Abstract

Based on a literature review and an ongoing research on disability policy in France, this paper promotes an approach in terms of reception in order to analyze the way individuals who are the targets of public policies relate to the latter. This approach aims at going beyond the institutional bias of contemporary public policy analysis, be it from the point of view of the analysis of policy effects or from that of policy coproduction. We define public policy reception as the processes by which a public policy is appropriated and co-constructed by the individuals it targets, and by which it produces its effects on them. Interpretive and centered on the individuals who are the targets of public policies, this approach enables a common analysis of the effects and the uses of the latter. We identify two complementary strategies for the analysis of reception processes, which vary according to the scale of analysis: policy tool, and policy sector. ; A partir d'un bilan des travaux existants et d'une recherche sur les politiques du handicap, cette contribution pointe l'intérêt d'une approche en termes de réception pour penser le rapport des ressortissants individuels aux politiques publiques. Cette démarche vise à dépasser le biais institutionnel qui marque actuellement la sociologie de l'action publique, qu'elle s'intéresse aux effets des politiques ou à leur coproduction. Nous définissons la réception de l'action publique comme l'ensemble des processus par lesquels une politique publique est appropriée et co-construite par les individus qu'elle cible, et par lesquels elle produit ses effets sur ceux-ci. Compréhensive et centrée sur les ressortissants, cette approche permet de saisir conjointement effets et usages de l'action publique. Nous identifions deux modalités complémentaires d'étude de ces processus de réception, qui diffèrent par leur échelle d'analyse : celle de l'instrument, et celle du secteur d'action publique.
