Instrumenter les crises sanitaires : une solution politique ? Le cas des contre-indications au don de sang

Abstract

We focus on the administration of public health crises. Classically, they are understood as times for the redefinition of rules, standards and the legitimacy of the actors in charge of public health problems. Thus, for 20 years, in France, a series of "crisis" has led to a radical reform of blood transfusion. This reformist dynamic marked by a sense of safety and sanitarization redefined the principles of prevention of the current risks of blood transfusion. However, few studies question the normative instruments and techniques by which the prevention of these risks is implemented. Based on an analysis of existing donor selection (contraindications) since the 50's, we will ask two questions. The first aims to understand how these "critical moments" that threaten the very existence of blood transfusion, influence the formulation and manufacture of contraindications. The second question concerns the effects of instrumentation changes in the occurrence of health crises. To answer these questions, three "critical moments" are privileged: contaminated blood scandal, Creutzfeld-Jacob, controversy over homosexual exclusion. The diverse forms taken by the instrumentation will be analyzed in terms of spaces, actors, knowledge and techniques that are mobilized in the process of production / revision of contraindication. ; Cette communication porte sur l'administration des crises de santé publique.
