The tariff system reform in waste management in the Western Balkans
Abstract
The main aim of this paper is twofold: to analyze the effects of the tariff systems in municipal waste management in the West Balkans countries and to propose possible directions in their reforms. It is concluded that tariff systems in the analyzed countries are, in the conceptual sense weaker that the one set up in the European Union, that these countries have been striving to join. As a result, in the period 2000-2008, only in Europe, in the West Balkan countries , took place increasing waste generationed per capita. The following measures are proposed: tariff reform transition in accordance with the polluter pays principle; the set of economic instruments for realization of that aim are also identified: contribution to complete the existing environment law regulations using Serbian's example is given. .
