Abstract

Cumhuriyet tarihinin ilk yıllarından; II.Dünya savaşının başlamasına kadar geçen sürede askeri ve sivil bürokrasi "altın çağını" yaşamıştır. 1939 yılında; II.Dünya savaşıyla birlikte bürokrasi, özelikle ekonomik durumunda hızlı bir zayıflama sürecine girmiştir. DP'nin iktidara gelmesinden, 27 Mayıs 1960 ihtilaline kadar geçen sürede sivil bürokrasi hem devlet yönetimde, hem de sosyal statü olarak ağırlığını kaybetmiştir.
