Abstract

Tez çalışması üç bölüme ayrılmaktadır. Birinci bölümde Türkiye'de belediyelerin yapısıyla ilgili olarak genel bilgilere vermeye çalıştık. İkinci bölümde belediyelerin mali yapısı incelenirken son bölüm ise belediyelerin denetimine ayrıldı. Türkiye'de yerel yönetimler genel olarak yerel halkın mahalli ve müşterek nitelikteki ihtiyaçlarını görmek üzere kurulmuş karar organları seçimle işbaşına gelen, merkezi idarenin vesayet denetimi altında çalışan kamu tüzel kişileridir. Yerel yönetimlerin temel yapısı belediyeleridir. Belediye yönetiminin organları, belediye meclisi belediye encümeni ve belediye başkanıdır. Belediyeye encümenin genel olarak görevleri, taşıma ücret ve tariflerini düzenlemek, belediye bütçesini onaylamak ve belediye personeliyle ilgili işlemelerdir. Belediye encümeni ise kamulaştırma kararlarını almak ve uygulamak, kanunda öngörülen cezaları vermek gibi görevlerle ilişkilidir. Belediye başkanı ise belediye idaresinin başı ve belediye tüzel kişiliğinin temsilcisidir. Belediye başkanı beş yıllık bir dönem için seçilir. Son birkaç yıl içerisinde ülkemiz yerelleşeme eğilimleri bağlamında çok kapsamlı bir yerel yönetim reform süreci yaşamıştır. Bu amaçla belediyelerin mali yapısının güçlendirilmesi, şeffaflık, iyi yönetişim ve denetim hayati bir rol oynamaktadır. ; The thesis divides into three three sections. In first section we try to give some information about municipilaties in Turkey. Fiscal situation of municipilaties has been writen in second section. In the last section has been allocated for ispection of municipialities Local administration is the system of administration established to meet the common needs of the people living in a specific region and managed as a result of the cooperation of bodies elected by these people and appointed by the central government. Local administrative agencies are authorized by the central government agencies to introduce rules and meet financial obligations on matters related to the region. Municipalities are the main pillar of local administration operating in Turkey Municipal administration comprises, a council, an assembly and a mayor The Municipal Council prepares transport tariffs and fees, sets commodity prices, determines municipal fines and budgets, and decides on personnel issues. The Municipal Assembly, related to public works and city planning and determines taxes, rates of duties, fees and tariffs of various sorts The Mayor is the chief executive and representative of the municipality. He is elected for a term of five years During the last several years, The Republic of Turkey has been going through a very comprehensive process of local administration reform and restructuring. To this end, financial management to transparency, good governance and inspection play pivotal role in this situation.
