QUALITY MANAGEMENT OF LOCAL GOVERNMENT ADMINISTRATORS IN LAMPANG PROVINCE ; การบริหารงานคุณภาพของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง

Abstract

The purpose of this research was to study 1) the administrator's characteristic, the quality management behavior of the administrator, and the administrative effectiveness of the local government organization administrators in Lampang Province; 2) the relationship between the administrator's characteristic, and the quality management behavior of the administrator and the administrative effectiveness of local government organization administrators in Lampang Province; 3) the influence of the administrator's characteristic, and the quality management behavior of the administrator on the administrative effectiveness of local government organization administrators in Lampang Province. The research was survey research using quantitative research methods. The population was the local government organization personnel in Lampang Province. The samples were chosen stratified random sampling. The sample size of 416 participants was determined by using the table of Krejcie & Morgan with a confidence level of 95%, 5% error. The instrument for data collection was a questionnaire with a reliability of 0.97. The data analysis used descriptive statistics were: frequency, percentage, mean, standard deviation; and the Inferential statistics were: Pearson's product-moment correlation analysis and multiple regression analysis. The research results founded that: The administrator's characteristic was at a high level ( = 3.57, S.D. = 0.43), the quality management behavior of the administrator was at a moderate level ( = 3.18, S.D. = 0.48), and the administrative effectiveness of the local government organization administrators in Lampang Province was at a moderate level ( = 3.18, S.D. = 0.51) respectively. The administrator's characteristic, and the quality management behavior of the administrator were related to the administrative effectiveness of local administrative organization administrators in Lampang Province with statistical significance of .01 The administrator's Characteristic (EC), and the quality management behavior of the administrator (PA) had a positive effect on the administrative effectiveness of local government organization administrators with statistical significance of .01. The predictive equation is EAβ = .701EC + .195PA. ; การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) คุณลักษณะของผู้บริหารพฤติกรรมการบริหารงานคุณภาพของผู้บริหาร และประสิทธิผลการบริหารงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง 2) ความสัมพันธ์ระหว่างคุณลักษณะของผู้บริหารและพฤติกรรมการบริหารงานคุณภาพของผู้บริหารกับประสิทธิผลการบริหารงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง และ 3) อิทธิพลของคุณลักษณะของผู้บริหารและพฤติกรรมการบริหารงานคุณภาพของผู้บริหารต่อประสิทธิผลการบริหารงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง การวิจัยนี้เป็นการวิจัยเชิงสำรวจ ใช้วิธีการวิจัยเชิงปริมาณ ประชาการ ได้แก่ บุคลากรองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง เลือกกลุ่มตัวอย่างด้วยวิธีการสุ่มแบบแบ่งชั้น กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกน ที่ระดับความเชื่อมั่น 95% ความคลาดเคลื่อน 5% ได้กลุ่มตัวอย่างจำนวน 416 คน เครื่องมือในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.95 วิเคราะห์ข้อมูลใช้สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมาน ได้แก่ การวิเคราะห์สัมประสิทธิ์สหสัมพันธ์ของเพียร์สันและการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัยพบว่า คุณลักษณะของผู้บริหาร อยู่ในระดับมาก ( = 3.57, S.D. = 0.43) พฤติกรรมการบริหารงานคุณภาพของผู้บริหาร อยู่ในระดับปานกลาง ( = 3.18,S.D. = 0.48) และประสิทธิผลการบริหารงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง อยู่ในระดับปานกลาง ( = 3.18, S.D. = 0.51) ตามลำดับ คุณลักษณะของผู้บริหารและพฤติกรรมการบริหารงานคุณภาพของผู้บริหารมีความสัมพันธ์กับประสิทธิผลการบริหารงานของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดลำปาง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 คุณลักษณะของผู้บริหาร (EC) และพฤติกรรมการบริหารงานคุณภาพของผู้บริหาร (PA) มีอิทธิพลทางบวกต่อประสิทธิผลการบริหารงานของผู้บริหาร (EA) องค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 โดยมีสมการพยากรณ์ คือ EAβ = .701EC + .195PA
