Avrupa Birliği'nde Sosyal Diyalog ve Türkiye ; Social Dialog in EU and Turkey

Abstract

Ülkelerin ekonomik başarıya ulaşmalarında diyalog ve işbirliği büyük önem taşır. Sosyal diyalog, ortak hedeflere ulaşmak için politik ve ekonomik önem taşıyan sosyal grupların hareket biçimlerini, hükümetinkilerle uyumlu kıldığı bir koordinasyondur. Bu ilişkilerdeki uyum, kalkınmada çok hızlı bir itici güç sağlamakta, toplumun ekonomik ve sosyal gelişimini etkilemektedir. Uzlaşma olmadan, ayrı ayrı ortaya atılacak çözüm yollarının başarılı olması beklenemez. Değişen global ekonomik koşullarla bağlantılı olarak hükümetlerin rolleri de değişmiştir. Hükümetlerin yeni rolü, barışçı bir endüstri ilişkiler sisteminin oluşması için sosyal taraflarla "işbirliğine dayalı" bir yapıyı geliştirmek ve uygulamak olmalıdır. Bugün Uluslararası Çalışma Örgütü 'nün öncülüğünü yaptığı sosyal diyalog sistemli bir biçimde gelişmekte ve Avrupa 'nın sosyal politika alanındaki sorunlarına yanıt aramaktadır. Türkiye de gelişen koşullara uygun olarak hareket etmeye çalışsa da, sosyal diyalog alanında Avrupa'nın gerisinde kalmıştır. Bunun altında yatan nedenleri bulmak ve çözmek gereklidir. ; Dialogue and cooperation is very important for the countries to achieve economic success. Social dialogue is a coordination which harmonizes the government's and the politically and economically important social groups' acts to reach the main goals. The harmonization of these relations accelerates the development and affects the society's economic and social progress. It cannot be expected that different points of views can be successful without any consensus. Related to the changing global economic conditions the roles of the governments have changed, too. The governments' new role must be to develop and confirm a cooperation method with the social partners in order to form a peaceful endustrial relationship system. Today the social dialogue pioneered by the International Labour Organization is advances systematically and searches for solutions to Europe's social policy problems. Although Turkey tries to act according to the changing conditions, she is still behind Europe in the field of social dialogue. It is important to find out and solve the problems of this subject.
