Poverty in transition: The rediscovery of poverty and state treatment of the popular sectors in Argentina in the eighties ; La pobreza en transición: el redescubrimiento de la pobreza y el tratamiento estatal de los sectores populares en Argentina en los años ochenta

Abstract

This paper describes and analyzes three processes. These three processes – initiated during the 1980s in the context of the return to democracy in Argentina – would have a strong influence in the way the State will treated the "social question" once it was redefined as a "fight against the poverty". These initiatives were born within different state agencies and came together in an embryonic transformation with a strong modernizing hallmark of the conception of social policies. First, the creation of the Programa Alimentario Nacional (PAN), that mobilized new issues linked to poverty in Argentina; second, the enterprise of the statistical definition and measurement of poverty and "poor people" by the National Institute of Statistics and Censuses (INDEC); finally, the conformation of a group of analysis of the social policies in a state agency. The paper shows how, throughout these processes, expert became key actors. It also shows how, in the combination of technical speeches, social multiposition, and political commitments, they managed to move forward the ways of state intervention on the popular sectores in a technified sense. ; En este trabajo se describen y analizan tres procesos que, iniciados en los años ochenta con el retorno de la democracia en Argentina, influirán fuertemente en la manera en que el Estado tratará la así llamada "cuestión social" una vez que sea redefinida en términos de "lucha contra la pobreza". Se trata de iniciativas que, desde diversas agencias estatales, confluyeron en una embrionaria transformación con fuerte impronta modernizadora de la concepción de las políticas sociales. En primer lugar, la puesta en marcha del Programa Alimentario Nacional, que movilizó una nueva tematización de la pobreza en Argentina; en segundo lugar, las empresas de definición estadística y de medición de la pobreza y de los "pobres" en el seno del Instituto Nacional de Estadísticas y Censos; por último, la conformación de un grupo de análisis de las políticas sociales en una dependencia del Estado. Se mostrará cómo, en estos procesos, fueron claves los actores expertos, quienes en la combinación de discurso técnico, multiposicionalidad social y compromisos políticos lograron hacer avanzar los modos de intervención estatal sobre el mundo popular en un sentido tecnificado.
