TIC y discapacidad en América Latina ; ICTs and disability in Latin America

Abstract

En América Latina, la integración de las TIC en la educación de personas con discapacidad aún no se ha posicionado como una prioridad. Se observan esfuerzos valiosos pero aislados. Prevalece el enfoque médico a pesar de los avances normativos y subsiste debilidad en cuanto a mecanismos de exigibilidad para garantizar el ejercicio de derechos. Con la postmodernidad como telón de fondo, emergen las TIC no como una panacea sino como una oportunidad para la democratización del conocimiento y la cohesión social, en pro de una educación humana y humanizadora. Hay desafíos comunes que van en línea con la necesidad de contar con docentes capacitados, mejorar la asequibilidad a las TIC y las TA, incrementar la penetración de internet, transversalizar la accesibilidad tanto al medio físico como a la comunicación e información, impulsar el conocimiento y la valoración de la persona con discapacidad en un marco de ciudadanía, democracia y participación. ; In Latin America, the integration of the ICTs in education for persons with disbilities haven't been positioned as a priority. There are valuable but isolated efforts. The 'medical model' of disability is still the most important despite the normative achievements and the weaknesses in enforceability subsist to guarantee those rights. With postmodernism the ICTs emerge not as a nostrum but as an opportunity to democratize knowledge and social cohesion in the search of a humane and humanizing education. There are common challenges that line up with the need of hiring trained teachers, improve the affordability to the ICTs and ATs, increase the permeation through internet, mainstream the accessibility to the physical environment as well as the communication and information, boost knowledge and appreciation of the person with a disability in the frame of citizenship, democracy and participation.
