Consideraciones sobre los procesos de integración regional en Europa y América Latina

Abstract

This paper highlights that the integration process developed in the European Union which was able to win over the other concurrent cooperation projects of the Continent over the years. On the contrary, in Caribbean and Latin America there is a plurality of regional (SELA, ALADI, UNASUR, CELAC, etc.) and sub-regional (OECS, AEC, CARICOM, SICA/SIECA, MERCOSUR, CAn, etc.) organizations which are in competition with each other. Moreover in Europe the integration process is based on a strong political will, which is real and not simply proclaimed. On the contrary in Caribbean and Latin America, beyond the rhetorical declarations and the legal model used, the integration processes don't have a full and shared identity group. ; En este ensayo se destaca cómo el proceso de integración se ha consolidado en la Unión Europea, que, con el paso del tiempo, superó los otros proyectos concurrentes de cooperación del continente. Por el contrario, en América Latina y el Caribe hay una pluralidad de organizaciones, regionales (SELA, ALADI, UNASUR, CELAC, etc.) y subregionales (OECS, AEC, CARICOM, SICA/SIECA, MERCOSUR, CAn, etc.), en competencia. Además, se destaca cómo en Europa el proceso de integración se caracteriza por una sólida voluntad política, que es más real que meramente proclamada. En cambio, en América Latina y el Caribe, más allá de declaraciones retóricas y, a pesar del modelo jurídico empleado, no se encuentra una plena y compartida identidad de grupo.
