La desaparición de la URSS no evolucionó hacia "diez años de paz, democracia y desarrollo" en el mundo, sino que el vacío dejado por el contrapoder al hegemón norteamericano no acertó a ser ocupado sino por un actor no estatal que tomó decididamente protagonismo como "enemigo público Nº 1" luego del 11 de septiembre de 2001: el Terrorismo.
