Abstract

Discussion of the issue of establishing boundaries between the countries of South America, in particular Colombia, Peru and Brazil, and the need to set up an American Congress, consisting of skilled and knowledgeable men in American public law, to try to resolve the boundary question by fair trial, in order to preserve peace
