Posición y participación militar venezolana en la controversia del Esequibo: estudio comparativo 1982 y 2015 ; Venezuelan military position and participation in the Essequibo controversy: A comparative study 1982 and 2015

Abstract

La controversia del Esequibo entre Venezuela y Guyana permite explorar cambios en la participación de los militares venezolanos en política exterior y política doméstica. Entre 2004 y 2015 el gobierno venezolano perdió interés en el control territorial del Esequibo (que Venezuela ha reclamado a Guyana desde 1966) por consideraciones políticas que hacían necesario mantener su "soft power" entre las naciones de habla inglesa del Caribe. Mientras tanto los militares pasaron de tener influencia en temas de fronteras a convertirse en los únicos actores con acceso a la formación de políticas públicas, haciéndose co-responsables de acciones y omisiones gubernamentales. El hecho que en 2015 apoyaran una posición similar a la de los militares en los años ochenta, aunque limitada al área marítima en reclamación, plantea interrogantes acerca de sus motivaciones y el papel de la política doméstica en esa decisión. ; Venezuela provides a case study to explore changes in the role of the military in foreign policy making and the incidence of domestic politics upon that role. Territorial control of land in the Essequibo (that Venezuela has reclaimed from Guyana since 1966) lost relative importance for the Venezuelan government between 2004 and 2014 in favor of more politically-oriented considerations, embedded in the soft power concept. Meanwhile, as the military moved from having influence on border questions in the 1980s to becoming the only domestic actor with access to policy making in the 2010s, they became co-responsible of government actions and inactions. The fact that in 2015 the military went public in support of the traditional historical interpretation of the controversy, after 10 years of apparent inaction, raises questions about their motivations and the role of domestic politics in that decision. ; 19-30 ; ritagiacalone@yahoo.com
