Ingénierie territoriale et apprentissage collectif : de l'intelligence à la compétence territoriale; Le cas de deux démarches de spécification de produits AOC

Abstract

International audience ; When reading history, the need for and rise in power of specific competencies for project management and implementation is at the heart of territorial engineering. An example from France is the hybridization of knowledge and skills of the local development organizations with those of the public territorial action managers in an intercommunal association. The competencies involved in and built by territorial engineering are the following: * The ability to mobilize resources and networks to obtain physical and intangible resources; * The ability to create links and foster stakeholder networks; * The ability to help stakeholders co-construct initiatives and to coordinate them within the project dynamic. In this virtuous vision of territorial engineering competencies, the collective competence is outlined and stakeholders could--and should?--be using it to create and implement projects and territories. Does it consist of territorial intelligence or collective competency? And what place does engineering have? It is through these questions at the heart of creating a territory, where technical, political, and citizen spheres must be synergized, that the processes of interaction and collective reflection on the part of the stakeholders reside. Monts d'Ardèche and Vercors are among the many places where ideas, knowledge and skills are shared to create cultural and economic change based on the territorial characteristics of the products--chestnuts and Bleu du Vercors--and their collective appropriation by the stakeholders. Making engineering a stakeholder in territory-building raises the questions of how it can contribute to the capacity of local stakeholders to decide and to act both wisely and with full information.
