Migrants in Hanoi: the political construction of a dominated minority ; Les migrants à Hanoi : Construction politique d'un groupe social dominé

Abstract

International audience ; This paper analyses how the residential registration policy in Vietnam labels as "migrants" a varied "floating population" of migration practices of commuters between Hanoi and its hinterland. This registration policy establishes a differentiation in social rights which assigns to the floating population an inferior social position. It validates the "migrants" vs. "residents" relationship based on domination, and defines "migrants" as a dominated minority. ; Cet article analyse la façon dont la politique d'enregistrement résidentiel au Vietnam attribue l'étiquette de « migrants » à une « population flottante » aux pratiques migratoires variées, circulant entre Hanoï et son hinterland. Elle s'accompagne d'une différenciation des droits sociaux qui assigne ces « migrants » à un statut social infériorisé ; elle entérine les rapports sociaux de domination entre « résidents » et « migrants » et construit une minorité dominée.
