Change management for the development of the military education system on the basis of program and project management ; Управління змінами щодо розвитку системи військової освіти на засадах програмно-проектного менеджменту

Abstract

The military is able to perform the task of defending the state if it is staffed with experienced and trained personnel. Military education and training are and will continue to be one of the priority tasks of the defence reform that is identified by the Strategic Defence Bulletin of Ukraine.The development of a military education system is a process of complex changes in order to acquire new qualities and characteristics and to achieve a new goal and capabilities of the system. Development objectives are of top priority and comprehensive, covering a wide range of activities, and the change management process must be managed and predictable. To ensure this, it should be implemented using the methodology of program and project management.In the article, the purpose of the change management project of the Ukrainian military education system is formulated. Based on the principals of program and project management, its basic components, main tasks and stages of implementation are defined.A feature of this project is that the formation of its basic components and tasks is carried out according to the DOTMLPFI methodology (Doctrines, Organization, Training, Materiel, Leadership, Personnel, Facilities, Interoperability).The main stages of project implementation are the initiation, planning, execution, completion of the project and the transmission of its results.At the stage of implementation, in order to bring the regulatory framework into line with the new purpose and content of the national education and training, the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine (on Military Education and Science)" was developed. It also envisages the development of draft resolutions of the Cabinet of Ministers of Ukraine regarding the approval of a new edition of the Concept of Military Education. An important step is the development of the qualification framework for the field of knowledge "25. Military Sciences, National Security, State Border Security".The final outcome of the project is the acquisition of new capabilities for the military education system to operate on a continuous basis for the high-quality training of officers (NCOs) for the Armed Forces of Ukraine and the further integration of education subsystems of all components of the security and defence sector of Ukraine. ; Армія спроможна виконувати завдання оборони держави, якщо вона вкомплектована досвідченим та підготовленим персоналом. Військова освіта і підготовка кадрів є й надалі залишатимуться одним з пріоритетних завдань оборонної реформи, яка визначена Стратегічним оборонним бюлетенем України.Розвиток системи військової освіти являє собою процес комплексних змін з метою набуття нових якостей та ознак, досягнення нової мети і спроможностей системи. Завдання розвитку є пріоритетним і комплексним, охоплює широкий спектр діяльності, а процес управління змінами має бути керованим та прогнозованим. Для забезпечення цього він повинен реалізовуватись із застосуванням методології програмно-проєктного менеджменту.У статті сформульовано мету проєкту, сформовано базові компоненти, визначено основні завдання й етапи реалізації проєкту управління змінами щодо розвитку системи військової освіти на засадах програмно-проєктного менеджменту. Особливістю цього проєкту є те, що формування його базових компонентів і завдань здійснено за методологією DOTMLPFI (Doctrines, Organi-zation, Training, Materiel, Leadership, Personnel, Facilities, Interoperability).Основними етапами виконання проєкту є ініціювання, планування, виконання, завершення проєкту і передача результатів.На етапі виконання з метою приведення нормативно-правової бази у відповідність до нової мети і змісту освіти й підготовки розроблено проєкт Закону України «Про внесення змін до деяких законодавчих актів України (з питань військової освіти та науки)». Також передбачається розроблення проєктів постанов Кабінету Міністрів України в частині затвердження нової редакції «Концепції військової освіти». Важливим кроком є створення рамки кваліфікацій галузі наук «25. Воєнні науки, національна безпека, безпека державного кордону».Підсумковим результатом проєкту є набуття системою військової освіти нових спроможностей для функціонування на постійній основі для якісної підготовки офіцерських (сержантських) кадрів для Збройних Сил України та подальшої інтеграції підсистем освіти всіх складових сектору безпеки та оборони України.
