CRITICAL INFRASTRUCTURE MANAGEMENT: MODEL AND ITS IMPLEMENTATION ; УПРАВЛІННЯ КРИТИЧНОЮ ІНФРАСТРУКТУРОЮ: МОДЕЛЬ ТА ЇЇ ВПРОВАДЖЕННЯ

Abstract

The article defines the main tasks in management decisions on critical infrastructure objects and develops a model for managing such objects. The focus is on applying a systematic approach to decision-making regarding the planning and development of a security system for critical infrastructure at the regional level, and generalizing the general management principles, which we can use in Ukraine.The features of implementation of the system of critical infrastructure management in the region, its main stages are identified, such: identification of critical infrastructure objects, their protection and stability, as well as the components of these stages. The main methodological approaches to modeling the interdependence of infrastructure at the local level, namely: empirical, network, system dynamics and agent modeling. The article defines a scheme for the implementation of the region critical infrastructure management system, which the stakeholders, who involved in the infrastructure objects management, can use. In addition, the problem of improvement of the Ukraine legislation on definition of the term «stability of the infrastructure object» is been mentioned. ; У статті визначено основні завдання при прийнятті управлінських рішень щодо об'єктів критичної інфраструктури та розроблено модель управління такими об'єктами. Зосереджено увагу на застосуванні системного підходу при прийнятті рішень щодо планування та розбудови системи безпеки об'єктів критичної інфраструктури на регіональному рівні, сформовано загальні принципи її управління, що можуть бути застосовані в Україні. Визначено особливості впровадження системою управління критичною інфраструктурою регіону, основні її етапи, такі як: ідентифікація об'єктів критичної інфраструктури, їх захист та стійкість, а також складові цих етапів. Розглянуто основні методологічні підходи до моделювання взаємозалежності інфраструктури на місцевому рівні, а саме: емпіричний, мережевий, системна динаміка та агентне моделювання. Розроблено схему впровадження системою управління критичною інфраструктурою регіону, що може бути використана зацікавленими сторонами які, беруть участь у прийнятті управлінських рішень відносно об'єктів інфраструктури. Крім того, зазначено проблему вдосконалення законодавства України щодо визначення поняття «стійкість об'єкту інфраструктури».
