Концептуальні основи оцінювання ефективності видів оборони ; Conceptual foundations for assessing the effectiveness of types of defence

Abstract

У статті розглянуті питання щодо можливого розвитку воєнно-політичної обстановки на сході нашої держави та зроблено відповідні висновки стосовно підготовки та ведення першої оборонної операції силами оборони. Ураховуючи, що в даний період розвитку воєнного мистецтва існує тенденція широкого впровадження безпілотних літальних апаратів розвідувального й ударного призначення під час ведення бойових дій, авторами обґрунтовані пропозиції щодо доцільності вдосконалення систем побудови оборони шляхом введення до їхнього складу системи боротьби з безпілотними літальними апаратами.На основі оцінювання сучасних воєнних конфліктів та досвіду застосування військ в антитерористичній операції і операції Об'єднаних сил із застосуванням загальнонаукових методів аналізу та синтезу визначені особливості та основні тенденції розвитку видів оборони, а також необхідність застосування відповідної методики щодо оцінювання їхньої ефективності в процесі як завчасного, так і безпосереднього оперативного планування першої оборонної операції. Саме це стало підставою для розроблення авторами статті концептуальних основ оцінювання ефективності видів оборони та запропонування блок-схеми методики оцінювання ефективності видів оборони як інтегральної оцінки ефективності основних систем її побудови. На підставі аналізу воєнно-історичного досвіду та заходів оперативної підготовки запропоновано такий вид оборони, як розосереджена оборона за осередкованим принципом.Сутність розосередженої оборони оперативного (оперативно-стратегічного) угруповання військ становить те, що вона будується на широкому фронті, обмеженими силами і засобами, на окремих напрямках, шляхом оборони і охорони найважливіших об'єктів комунікацій, промислових центрів, життєво важливих районів у сполученні з маневром військами і вогнем, інженерними загородженнями, десантно-штурмовими, рейдовими та пошуково-ударними діями з метою контролю над значним районом території обмеженими силами та засобами. ; The article examines the issues of the possible development of the military-political situation in the east of our country and draws relevant conclusions regarding the preparation and conduct of the first defensive operation by the defence forces. In view of the fact that, during the current period of development of military art, there is a trend towards the widespread introduction of unmanned aerial vehicles for reconnaissance and strikes during the conduct of warfare, the authors have substantiated proposals on the feasibility of improvement of defence arrangement systems by introducing a system to counteract unmanned aerial vehicles.Based on the assessment of contemporary military conflicts and the experience of using troops in the anti-terrorist operation and the operation of the Joint Forces with application of general scientific methods of analysis and synthesis, the features and main trends in the development of types of defence have been determined as well as the need to apply appropriate methodology to assess their effectiveness in the planning process of both future and current operations of the first defensive operation. This served as the basis for the development, by the authors, of conceptual foundations for assessing the effectiveness of types of defence. Also, a block diagram of a mathematical model for assessing the effectiveness of types of defence is proposed, as an integral assessment of the effectiveness of the main systems of its arrangement. Based on the analysis of military historical experience, including operational training, a type of defence is proposed as dispersed defence based on the cell principle.The essence of the dispersed defence of an operational (operational-strategic) formation is that it is built on a wide front, with limited forces and capabilities, in certain directions, by defending and protecting the most important communications facilities, industrial centres, vital areas in combination with manoeuvre of forces and fire, engineering barriers, assault, search and strike actions and raids in order to control a large area with limited forces and capabilities.
