The state as the key institutional structure of the innovative process

Abstract

This article discusses government policy and strategy, as well as trends in the formation of an innovative economy. It is shown that the main factor in the transition to innovative development is an intellectual resource in the form of science and education, their materialized results, which turn into the most important factors of innovative and economic growth. It is noted that the right strategy and tactics, public policy are the most powerful factors in the innovative modernization of the economy, national socio-economic development models. As a result of the study, the authors conclude that, despite the socio-economic, technological and political differences in the development of states, there are objective laws and trends in the formation and development of an innovative economy.At the same time, the state is a key institutional structure of the innovation process.
