Congress's reliance on continuing resolutions has reached its apogee, spelling potentially disastrous outcomes for defense next year. The continuing resolution moving through Capitol Hill this week must remove the one percent spending cut trigger in the Fiscal Responsibility Act for the military and Defense Department.
