Abstract

AbstractIn response to repeated budget and staffing reductions, the Office of Program Analysis and Evaluation developed a series of innovative approaches to lower the cost and increase the utility of its evaluation work. But, ultimately, the effort was unsuccessful, and the office was reorganized into a policy coordination office.
