Abstract
AbstractA good deal is now being heard about the conduct of public officials. Much of the concern has found its way into law. A strong law should be one that works and is effective and fair, should be able to be administered, should be understood, accepted and respected by all sides and should be vigorously enforced but tempered with reason.
