Abstract
AbstractThe eterna lstruggle between Mr. Citizen as taxayer and Mr. Citizen as consumer of government service is well illustrated in this article. One–half of hte money increase in the cost of state government from 1915 to 1925 was due to the rising price level. But over 70 per cent of the actual increase must be charged to expansion in public education and highways; that is, to expenditures demanded by the same people who pay the taxes.
