Abstract
Governance, that is how, by whom, when, and for what motivation decisions are taken, is central to sustainability. After the collapse of the Soviet Union, democracy is now being increasingly recognised as the only vehicle for realising sustainability. However, democracy has resulted in over consumption of resources in industrialised nations and has created a host of problems in developing nations. In reality, this is not the failure of democracy but of basic faults or weaknesses in how democracy is often structured. To appreciate this, it is necessary to first understand the basic structure of universal democracy.
