Abstract
Advocates of enhanced representation of women and minorities in government bureaucracies have long argued that existing personnel systems impede such representation. Yet little is known about the effect of personnel policies, such as certification techniques and veterans' preference systems, on efforts to increase the representation of specific groups. This analysis examines the relative impact of personnel techniques and affirmative action mechanisms on female representation in municipal employment and explores the interaction among such factors.
